The Southern Mongolia Representative Assembly is a representative body composed of delegates from Southern Mongolian communities abroad and in exile. It exists to ensure legitimacy, continuity, and democratic accountability for collective representation.
Mandate and Scope
The Assembly is a representative and preparatory institution. It does not claim to be a government-in-exile and does not assert state authority. Its purpose is to provide a democratic platform for representation, coordination, and institutional preparation.
Principles
- Democratic representation: delegates serve through transparent selection and accountable mandates
- Non-violence: peaceful engagement and respect for human rights
- Transparency: public communication of key decisions and institutional rules
- Accountability: leadership and programs are subject to oversight and review
- International norms: respect for international law and universal rights
Decision-Making
Major decisions are made through resolutions adopted by the Assembly in accordance with its Charter. Resolutions may include:
- public statements and appeals
- policy positions and recommendations
- institutional rules and governance decisions
- mandates for international advocacy and cooperation
Governance Structure
SMRA is designed to operate with a clear separation between:
- The Assembly – representative deliberation and major resolutions
- Executive Secretariat – implementation, administration, and external coordination
- Specialized Programs – human rights documentation, policy research, communications, and technology
Charter
The Assembly Charter will be published and updated as the institution develops. A draft charter and governance documents will be made available for transparency.
